Humanitarian Access and Safety Officer (HASO) Damboa at Medecins Du Monde

Position Overview

Under the direct supervision of the Base Manager, the Humanitarian Access and Safety Officer (HASO) in Damboa will be responsible for ensuring the implementation of safety and security rules at the base and collecting and reporting necessary information for contextual analysis and adaptation of security and safety procedures for organizational assets and teams. This position will have technical links with the Humanitarian Access and Safety Manager (HASM).

Key Responsibilities

• Implement safety and security protocols across all operations
• Conduct briefings and team training on safety and security procedures
• Provide support and advice to teams on the roll-out of safety and security rules
• Assess the security context on a daily basis and inform staff accordingly
• Identify relevant actors in the area and engage in actors mapping, including analysis of relationships and dynamics between different actors and their impact on organizational intervention
• Develop and maintain a contact list of local authorities and entities to ensure safe access for medical activities
• Take an active role in developing security recommendations, reports, and notes for Damboa, including identification of new locations
• Support and monitor the implementation of the security pack in the Damboa field base
• Validate staff movements in the operational base
• During field trips, coordinate movement plans, represent the organization at checkpoints, and introduce assessment objectives, importance, and methodology as needed
• Ensure proper update and delivery of constant companion cards for key staff
• Lead the analysis, filing, and sharing of the incident reporting system
• Assess and maintain timely updates and replenishment of safety and security related kits (hibernation kits, satellite telephone, radio, first aid kits, fire extinguishers, etc.)
• Identify safety and security training needs for team members and conduct trainings
