## Title: Livelihood & Food Security Programme Development Manager – Niger

About the Organization

NRC (Norwegian Refugee Council) operates in Niger through an Area Office in Niamey established in 2019, with field offices in Tillaberi, Maradi, and Tahoua. The organization has been operating as a full-fledged country programme since June 2023, contributing to the protection challenges faced by displaced populations.

Context

Niger faces three major humanitarian crises:

  • Armed conflict along the Malian border in Tillabéri and Tahoua regions, with attacks attributed to armed Islamist groups
  • Boko Haram insurgencies in the Lake Chad Basin, primarily affecting Diffa region
  • Presence of 35,000 refugees in Maradi region, exacerbated by cross-border violence and banditry from Nigeria

According to the Humanitarian Needs Overview (HNO) 2023, an estimated 4.3 million people are in need of humanitarian aid, with 2.7 million targeted by the humanitarian response plan. Approximately 1.5 million people require protection assistance. Additionally, Niger serves as a transit country for north-bound migrants and has become a major hub for migratory movements towards Algeria and Libya.

Position Overview

NRC seeks a Livelihood and Food Security (LFS) Programme Development Manager to lead the design, development, and quality implementation of the LFS programme in Niger. This role will work in close collaboration with other technical programme departments and Area Managers under the supervision of the Head of Programme.

Key Responsibilities

  • Lead the design and development of the LFS programme in Niger
  • Ensure quality implementation of the LFS programme
  • Collaborate with technical programme departments
  • Support and manage programme implementation with Area Managers

Required Qualifications

  • Strong mastery of Livelihood and Food Security (LFS) programming
  • Proven experience working in the Sahel region
  • Strategic thinking and planning capabilities
  • Strong proposal writing skills
