Job Purpose
To support the administration of supply chain management functions and ensure effective and efficient delivery of procurement services in compliance with public procurement legislation.
Key Responsibilities
- Implement supply chain management policies, regulations, and procedures in line with the Public Procurement and Asset Disposal Act, 2015 and Regulations 2020
- Implement procurement plans and process purchase requisitions
- Prepare, publish, and process tenders and asset disposal documents to facilitate fair competition
- Conduct demand planning, inspect utilization, and maintain stock of supplies
- Participate in the preparation of annual procurement and disposal plans
- Update contract details in government portals, including the Public Procurement Information Portal (PPIP)
- Participate in sourcing, supplier evaluation and rating, inviting offers, negotiations, and contracting
- Prepare agendas and take minutes for tender and procurement committee meetings
- Verify payment documents for goods and services delivered by suppliers
- Conduct stock control, reconciliation, stock taking, and stock audit exercises
- Draft bid awards and tender advertisement notices
- Prepare prequalified lists of suppliers
- Participate in the preparation of periodic and annual supply chain management reports
Academic Qualifications
- Bachelor's degree in one of the following disciplines:
- Procurement and Supply Chain Management
- Purchasing and Supplies Management
- Supply Chain Management
- Procurement and Contract Management
- Logistics and Supply Chain Management
- Procurement and Logistics Management
- Equivalent qualification from a recognized institution
