## Title: Principal Human Resources Management and Development Officer

About the Role

Kenya Rural Roads Authority seeks a qualified Principal Human Resources Management and Development Officer to lead and manage human resource functions and strategic initiatives within the organization.

Key Responsibilities

  • Implement human resource strategies, policies, procedures, and systems across the Authority
  • Supervise Human Resource Management and Development activities within assigned areas
  • Participate in recruitment and selection processes
  • Supervise induction and onboarding programmes for new staff
  • Analyze human resource utilization and advise on proper staff deployment
  • Manage payroll processes and statutory deductions
  • Identify, design, and implement training programmes based on assessed organizational needs
  • Coordinate and ensure regular updates of the Human Resource Information System (HRIS)
  • Participate in the review of career guidelines for Authority staff
  • Conduct job evaluation exercises within the Authority
  • Carry out mentoring, coaching, and counseling programmes
  • Prepare and submit progress reports and statutory documentation
  • Reconcile staff complement and establishment records

Required Qualifications

  • A minimum of nine (9) years of relevant work experience, with three (3) years served at the grade of Senior Human Resource Management and Development Officer or in a comparable position
  • Bachelor's Degree in Human Resource Management from a recognized institution

Alternative Qualifications

  • Bachelor's Degree in Public Administration, Sociology, or Business Administration from a recognized institution, plus a Diploma in Human Resource Management from a recognized institution

Professional Requirements

  • Certification as a Certified Human Resource Professional (CHRP) from a recognized institution
  • Membership with the Institute of Human Resource Management (IHRM) in good standing
