## Title: Senior HR Officer

Department & Location

Department: Human Resources & Administration
Location: Addis Ababa
Reports to: General Manager

Job Purpose

The Senior HR Officer leads the company's human resource and administrative functions, ensuring 100% compliance with Ethiopian Labour Proclamation No. 1156/2019 and related regulations. The role drives HR system improvements (including digital tools and HRIS), supports talent strategies, and enables sustainable organizational growth through a compliant, engaged, and high-performing workforce.

Key Responsibilities

Recruitment, Workforce Planning & Onboarding

  • Lead full-cycle recruitment: workforce planning, job profiling, sourcing, screening, interviews, selection, and background/reference checks
  • Prepare employment contracts and manage structured onboarding processes
  • Advise leadership on talent strategies and manpower needs

HR Policy, Compliance & Employee Relations

  • Ensure adherence to Labour Proclamation No. 1156/2019 (working hours, leave, termination, occupational health and safety, non-discrimination)
  • Develop, update, and implement HR policies, procedures, disciplinary processes, and grievance handling
  • Promote a harassment-free workplace and safety standards

Personnel Records & HR Systems

  • Maintain accurate, confidential, and audit-ready employee records (physical and digital)
  • Strengthen HR filing, documentation, and digital HRIS/database systems for efficiency and compliance

Payroll & Benefits Administration

  • Oversee payroll accuracy (attendance, overtime, leave, allowances) in coordination with finance
  • Manage benefits administration and resolve complex payroll queries

Performance Management & Development

  • Support performance evaluations and training programs (e.g., First Aid, Fire Safety, OHS, Customer Service, SOPs)
  • Identify skill gaps, propose development plans, and drive employee engagement and retention

Time, Attendance & Leave Management

  • Monitor systems for compliance with regulations
  • Analyze HR data for trends, risks, and actionable insights

HR Reporting & Strategic Advisory

  • Deliver HR metrics and reports (turnover, absenteeism, training, compliance)
  • Advise on workforce risks, planning, and organizational improvements
