## Title: Final Evaluation Consultant – LIWAY Programme

About the Role

SNV is seeking an experienced consultant to conduct a comprehensive final evaluation of the LIWAY Programme in Addis Ababa. This consultancy will assess the programme's overall implementation, results, and impact from inception to present.

Key Responsibilities

Review and evaluate overall programme implementation progress and results achieved to date
Identify key challenges and assess measures implemented throughout the programme
Document key lessons learned from inception to present
Evaluate market system level implementation progress, results, and outcomes
Review project roles and responsibilities against key achievements, challenges, and programme measures
Examine relevant project documents including intervention concept notes, Adopt, Adapt, Expand and Respond (AAER) levels, and result chains for sampled interventions
Assess programme knowledge development and communication progress
Conduct interviews with Donor representatives, consortium staff, and government counterparts from selected signatory bureaus
