About the Organization

Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is implementing the "Private Sector Development in Ethiopia" (PSD-E) programme, which works to improve Ethiopia's economic policy framework and employment and income opportunities in the private sector.

Project Context

Ethiopia is undergoing significant economic transformation guided by its Homegrown Economic Reform Agenda. The Government is committed to strengthening domestic resource mobilization, enhancing customs and tax systems, and aligning national standards with international best practices. However, regulatory and administrative barriers continue to limit the growth potential of domestic firms and deter private sector investment, particularly in productive sectors.

As part of the next programme phase, the project "Modernize and Harmonize Ethiopia's tax administration and customs management systems for private sector growth" was launched in November 2025 and will run for four years. The project aims to improve Ethiopia's tax administration, accounting standards, and customs administration with a focus on ease of doing business.

Position Overview

GIZ is seeking a Tax Policy Advisor with national expertise to be placed at the Ministry of Revenue (MoR) as an embedded expert. You will coordinate between GIZ and MoR on project activities on a day-to-day basis and provide advisory support to MoR on tax policy in selected topic areas.

Key Responsibilities

• Coordinate project activities between GIZ and the Ministry of Revenue on a daily basis
• Provide strategic advisory support to MoR on tax policy development
• Support the modernization of tax administration systems
• Contribute to strengthening tax audit standards
• Work on risk-based audit procedures and tools
• Support harmonization of tax administration procedures and tools across federal and regional authorities
• Contribute to improvements in tax dispute procedures

Reporting Structure

You will report to Ministry of Revenue senior management through the Strategic Partnership Project Management Unit and to the Project Manager at GIZ.
