Position Overview

We are seeking a long-term Program Manager to lead a new Burkina Faso Regional Program office in Fada N'gourma. The OTI/Burkina Faso Regional Program, under a SWIFT IV IQC task order, supports activities that maintain and deepen stability in Burkina Faso, neighboring countries, and the broader Sahel region.

Assignment Details

• Duration: 29-month assignment, approximately September 15, 2019 to February 5, 2022
• Location: Fada N'gourma, Burkina Faso, with frequent travel to the central office in Ouagadougou

Key Responsibilities

• Manage the Fada N'gourma office and program activities in the Sahel and eastern Burkina Faso
• Serve as primary senior management team representative for program development in eastern Burkina Faso in collaboration with program development officers, the chief of party, and USAID/OTI
• Develop and deepen relationships with local government stakeholders and project beneficiaries
• Supervise all program activities through oversight of two grant management units, composed of program development officers, grant managers, and monitoring, evaluation, and learning (MEL) staff
• Supervise and manage day-to-day operations of the Fada N'gourma office, including human resources, contractual compliance, finance and accounting, and procurement
• Prepare, present, analyze, and evaluate grant concepts, applications, agreements, and financial documents to ensure consistency with the program's strategic framework
• Supervise the development, implementation, and finalization of multiple grants and other activities in a dynamic environment
• Advise the chief of party on the evolution of the local security situation and suggest ways to constantly adapt to ensure that the program remains relevant and effective
