About the Position

FHI 360 is seeking a People and Culture Partner II to serve as a strategic partner to client group leaders and P&C departmental leadership. This role will lead P&C support across all disciplines for the Middle East, Eastern Europe, and West Africa regional hub, ensuring consistent people strategy application across organizational divisions.

This position is open to multiple countries in Africa, with a preference for individuals based in Francophone Africa.

Key Responsibilities

• Act as a strategic P&C advisor to client group leaders and P&C departmental leaders
• Provide responsive support across all P&C disciplines including recruitment, performance management, learning and development, employee relations, compensation, benefits, employee engagement, and workforce planning
• Serve as a direct service provider and/or supervisor of project-funded local P&C teams
• Manage workforce planning, employee relations, and performance management cycles according to established best practices
• Oversee work of P&C Partner I, regional P&C staff, and/or project-funded P&C staff
• Ensure compliance with all applicable labor laws
• Lead P&C process improvement initiatives and programs
• Role model best practices and mentor P&C employees
• Take leadership of assigned strategic initiatives on behalf of the P&C department

Required Qualifications

• Strategic thinking and advisory capabilities in people and culture functions
• Experience in HRIS systems management
• Knowledge of multiple P&C disciplines (recruitment, compensation, benefits, payroll, training and development)
• Demonstrated leadership and mentoring abilities
• Strong engagement and collaboration skills across internal and external stakeholders
• Understanding of labor law compliance requirements
