Organization
Rwanda Women's Network (RWN) is a national non-governmental organization dedicated to the promotion of women's rights and empowerment.
Assignment Overview
RWN seeks to update its internal governance and administrative frameworks to ensure continued compliance with national regulations, international best practices, and evolving donor requirements. This assignment involves the revision of Finance, Procurement, Human Resources, and Operations Manuals.
Location
Kigali, Rwanda
Objective
The primary objective is to review, update, and harmonize the following organizational manuals to ensure they are robust, transparent, and aligned with the current legal framework of Rwanda and global accounting standards:
- Finance Procedures Manual
- Procurement Procedure Manual
- Human Resource Procedure
- Code of Conduct
- Internal Operations Procedure Manual and other internal policies
Scope of Work
The selected consultant or firm will be responsible for:
- Initial Assessment: Review existing manuals to identify gaps, inconsistencies, and areas for improvement
- Stakeholder Consultation: Conduct interviews with key management and staff to understand operational bottlenecks
- Technical Revision:
- Finance: Update internal controls, reporting structures, and compliance with IFRS/Tax laws
- Procurement: Refine bidding processes, vendor management, and value-for-money protocols
- Human Resources: Update recruitment, performance management, and diversity, equity, and inclusion (DEI) policies
- Operations: Streamline asset management, IT usage, and security protocols
- Validation: Present draft manuals to RWN Management for feedback and final approval
Deliverables
- Inception Report detailing the methodology and work plan
- Draft Manuals with comprehensive revisions for each of the four areas
- Final Manuals in clean, professionally formatted versions incorporating all feedback
- Briefing Session presenting the revisions to staff
