Terms of Reference for Conducting a Detailed Feasibility Study for the Construction of Tubiteho Special School

About the Organization

TUBITEHO is a non-profit organization registered with the Rwanda Governance Board (RGB) on 15 October 2013. Founded by parents and friends of people with intellectual disabilities, it advocates for their rights and well-being.

In 2005, TUBITEHO established a special school for children and youth with intellectual disabilities. The school received accreditation from NESA in May 2022. The organization provides specialized education and day-care services to support social inclusion and independence while advocating for quality special education and combating stigma and discrimination.

Project Location

Kigali, Kicukiro District, Rwanda

Scope of Work

The consultant will conduct a comprehensive feasibility study for the construction of Tubiteho Special School, including:

• Site visit and assessment
• Architectural and engineering designs for:
  • 10 classrooms suitable for educational use
  • Headmaster office
  • DOS (Director of Studies) office
  • Accountant office
  • Conference hall with 80-100 person capacity
  • Storage facilities
  • Kitchen
  • TUBITEHO head office
  • Perimeter fence
  • Basketball, football, and volleyball grounds
  • Functional and accessible office spaces
• Structural, electrical, and plumbing designs as required
• Bills of quantities (BoQs)
• Ensure compliance with national construction standards, safety, and environmental requirements
• Provide technical guidance during procurement and construction phases (without direct implementation)

Expected Deliverables

• Project costing (designs, drawings, BoQs, supplier contracts)
• Technical specifications
• Tender documents

Required Qualifications and Experience

• Legally registered consulting firm or individual consultant
• Minimum 10 years of experience in architectural and engineering consultancy
• Proven experience in design of educational facilities, office buildings, or similar infrastructure projects
