Terms of Reference: Consultant for Project Coordination and Technical Assistance in Rwanda

Position Overview

C4Impact Advisory Group (C4Impact) and the Agricultural Innovation Mechanism for Scale (AIM for Scale) are seeking a Project Coordinator and Technical Assistance Consultant to support the scaling of innovative agricultural solutions in Rwanda. This role will focus on providing technical assistance to expand selected innovations in partnership with the Ministry of Agriculture and Animal Resources (MINAGRI), the Rwanda Agricultural Board (RAB), the Rwanda Meteorology Agency, BK TecHouse, and other relevant institutions.

The Agricultural Innovation Mechanism for Scale (AIM for Scale) develops tailored Innovation Packages, brokers partnerships, and seeks funding to deliver cost-effective innovations to hundreds of millions of farmers across low- and middle-income countries.

Project Context

C4Impact and AIM for Scale are partnering to scale up two Innovation Packages that present an opportunity to empower small-scale producers with the tools to make better-informed decisions:

• Weather Forecasts for Farmers: An Innovation Package focused on generating and disseminating accurate, timely forecasts to help farmers make better-informed investments and decisions—from crop choice to timing of input application.
• Digital Advisory Services for Agriculture: An Innovation Package centered on expanding access to and enhancing the quality of digital advisory services for agriculture, ensuring farmers receive timely, tailored, and actionable information, including weather forecasts, input recommendations, and market data.

Scope of Work

The consultant will serve as the in-country Project Coordinator, supporting C4Impact and AIM for Scale in coordinating a consortium of technical and financial partners to ensure effective delivery of innovations at scale, in line with AIM for Scale's Innovation Packages on Weather Services for Farmers and Digital Advisory Services for Agriculture.
