Organization Overview

Spark Microgrants is an international non-governmental organization operating in Rwanda since 2010. The organization collaborates with central and selected district governments to implement a community-driven development approach, where villages are supported to identify their needs, plan, and implement projects through a combination of unconditional grants and facilitation services.

Spark Microgrants currently maintains a presence in the Northern and Southern districts, with headquarters based in Kigali.

Purpose and Scope

This tender seeks competitive proposals from qualified legal firms for the provision of legal advisory services under a retainer agreement for a period of one year, renewable.

The legal advisory services will encompass all legal compliance matters related to the effective operation of the organization in Rwanda, including but not limited to:

• Labor law compliance
• Taxation matters
• Contract review and advisory
• Organizational policy reviews

Eligibility

Interested applicants must be qualified, technically competent, and eligible legal firms operating in Rwanda.

Submission Requirements

Bidders must submit separate technical and financial proposals, clearly labeled as:

• "Technical Proposal for Legal Services"
• "Financial Proposal for Legal Services"

Important: Only email submissions will be accepted. Physical offers will not be accepted. Include the tender number 001/03/2026/LEGAL in the email subject line along with "Provision of Legal Services."

Evaluation Process

Technical proposals will be evaluated first. Bidders whose technical proposals meet the minimum required scores will proceed to financial evaluation, where their financial proposals will be opened and assessed.
