Tender Notice: for Health Insurance

Opportunity Overview

The U.S. Embassy in Kigali invites qualified companies to submit proposals for locally employed staff health insurance coverage. The U.S. Government intends to award a contract to the responsible company submitting an acceptable offer at the lowest price based on initial proposals. Discussions may be held with companies in the competitive range if necessary.

Pre-Proposal Conference

A pre-proposal conference will be held on February 13, 2026 (East African Time) at the U.S. Embassy Kigali. Prospective offerors should contact the Embassy for additional information or to arrange building entry.

Proposal Submission Deadline

All proposals must be received by February 25, 2026 (East African Time). No proposals will be accepted after this deadline.

Submission Requirements

Proposals must be submitted electronically in English. Incomplete proposals will not be accepted.

• MS-Word 2007/2010
• MS-Excel 2007/2010
• Adobe Acrobat (PDF)
• Maximum file size: 30MB per submission
• If exceeding 30MB, submit as separate files in separate emails

Required Documentation

All proposals must include the following:

• Form SF-33
• Section B: Pricing Schedule
• Section B: Retention Amounts (B.3 and B.7)
• Section K: Representations and Certifications
• Section L: Additional required information
• Proof of SAM (System for Award Management) Registration

SAM Registration

Offerors must be registered in the SAM database prior to proposal submission, as prescribed under FAR 4.1102.
