Public Call for Expression of Interest (Eoi) for the Development of Residential Apartment Units in Gasharu Cell, Nyamirambo Sector, Nyarugenge District, City of Kigali

Project Overview

Inzozi Hill Estate Cooperative, an initiative of members of the Rwandan Diaspora, invites qualified and experienced real estate developers and/or investors to submit an Expression of Interest (EOI) for the development of residential apartment units in Gasharu Cell, Nyamirambo Sector, Nyarugenge District, City of Kigali.

The Cooperative owns the following land titles:

• 1/01/08/02/1923
• UPI: 1/01/08/1992
• UPI: 1/01/01/08/04/3227

The proposed project involves the planning, designing, financing (where applicable), construction, and delivery of residential apartment units on behalf of Inzozi Hill Estate Cooperative. The development aims to contribute to Kigali's growing urban housing needs while offering sustainable returns to cooperative members and partners.

Legal and Regulatory Framework

The project will be implemented in compliance with applicable laws and regulations of the Republic of Rwanda, including but not limited to:

• City of Kigali Master Plan and Local Detailed Physical Plans
• Zoning and land use regulations approved by the City of Kigali
• Rwanda Housing Authority (RHA) standards and housing development guidelines
• Construction permits and approvals issued through the City of Kigali One Stop Center
• Environmental and social safeguard requirements
• Applicable cooperative and investment regulations

Eligibility and Minimum Requirements

Interested parties should demonstrate:

• Proven experience in residential apartment or mixed-use real estate development
• Successful delivery of comparable projects
• Adequate technical and financial capacity
• Compliance with Rwanda's legal and construction frameworks

• Company profile and legal registration details
• Summary of relevant real estate development experience
• Overview of technical and management capacity
• Indicative financial capability and proposed development approach
• Any additional information deemed relevant
