Notice of Call for Expressions of Interest for Framework Contract for International Technical Advisor for Establishment of Rwanda Fintech Centre

Project Overview

LuxDev, the Luxembourg Development Cooperation Agency, is launching a Call for Expressions of Interest (CEOI) for a Framework Contract for an International Technical Advisor for the Establishment of Rwanda Fintech Centre. This position supports the development of Kigali International Finance Centre (KIFC) under Project RWA/024, which receives financial support from the Government of the Grand-Duchy of Luxembourg.

Position Details

• Contract Type: Single-supplier Framework Contract with purchase orders for each assignment
• Start Date: June 2026
• Duration: 30 months
• Estimated Workload: Approximately 200 workdays over the entire period
• On-site Requirements: Two missions to Rwanda per year
• Maximum Budget: EUR 200,000 (exclusive of VAT and customs duties, inclusive of applicable Rwandan Withholding Tax)

Candidate Profile

Economic operators (individual consultants, sole proprietorships, or firms proposing a single individual expert) are invited to express their interest. Ideal candidates must be specialized in providing strategic FinTech ecosystem and FinTech hub advisory services.

Core Competencies Required

• Strategic FinTech ecosystem and FinTech hub development
• Setup, operationalization, and management of FinTech hubs
• Strategic partnership building, particularly with financial institutions
• Ecosystem research and analysis
• Capacity-building initiatives
• Extensive international experience in FinTech sector
• Strong sector networks and connections
• Demonstrated technical capacity and relevant experience

Important Notes

Economic operators must be available periodically throughout the entire 30-month period and willing to conduct in-country missions as required. The contracting authority is not obliged to use the entire amount of the contract budget.
