Terms of Refference for Conducting Detailed Faisebility for Construction of Tubiteho Special School

Organization Background

TUBITEHO is a non-profit organization registered with the Rwanda Governance Board (RGB) on October 15, 2013. Founded by parents and friends of people with intellectual disabilities, TUBITEHO promotes the rights and well-being of individuals with intellectual disabilities.

In 2005, the organization established a special school for children and youth with intellectual challenges. The school received accreditation from NESA in May 2022. TUBITEHO advocates for quality special education while working to combat stigma and discrimination. Through its Special School, it provides specialized education and day-care services to support social inclusion and independence.

Scope of Work

• Conduct site visit and comprehensive assessment
• Prepare architectural and engineering designs for:
  • Ten (10) classrooms suitable for educational use
  • Headmaster office
  • DOS office
  • Accountant office
  • Conference hall with 80-100 person capacity
  • Storage facilities
  • Kitchen facilities
  • TUBITEHO head office
  • Perimeter fence
  • Basketball, football, and volleyball grounds
• Design functional and accessible office spaces
• Prepare structural, electrical, and plumbing designs as required
• Prepare Bills of Quantities (BoQs)
• Ensure compliance with national construction standards, safety, and environmental requirements
• Provide technical guidance during procurement and construction phases (without direct implementation)

Expected Deliverables

• Project costing including designs, drawings, BoQs, and supplier contracts
• Technical specifications
• Tender document

Required Qualifications and Experience

• Legally registered consulting firm or individual consultant
• Minimum ten (10) years of experience in architectural and engineering consultancy
• Proven experience in design of educational facilities, office buildings, or similar infrastructure
