Background
The Youth Entrepreneurship in Agriculture in Rwanda (YEA-R) program is a multi-year initiative aiming to create dignified and equitable work opportunities for 40,000 young women, men, and persons with disabilities. The program seeks to make sustainable impact in Rwanda by enhancing the capacity of YEA-R program partners based in Rwanda to lead this work in the future.
YEA-R includes capacity strengthening and co-creation processes with partners. The program will transfer relevant knowledge, resources, and responsibilities to partners over time to support implementation. As partner capacity increases, resources allocated to them increase, while the lead partners maintain an oversight role.
The Program's capacity strengthening initiatives focus on institutional capacity building for compliance, funds utilization, and partners' organizational sustainability.
Assessment Findings
The SNV YEA-R team conducted a Partner Capacity Assessment using a three-pronged approach:
- Policy, procedure, and organizational governance document review
- Partner self-assessment
- On-site key informant discussions
Across six partners, several common gaps were identified, including governance and internal policies and procedures.
Assignment Objectives
This assignment aims to review and update partners' policies to address identified gaps and strengthen organizational governance frameworks.
