Expression of Interest (EOI) Framework Contract for Providing Safety and Security Solutions to GIZ Rwanda Premisses Project Offices & GIZ Staff Residences in Rwanda

Introduction

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a federally owned international cooperation enterprise for sustainable development with worldwide operations. The GIZ Office in Kigali covers GIZ's portfolio in Rwanda and Burundi.

GIZ Rwanda/Burundi implements projects on behalf of the German Federal Ministry for Economic Cooperation and Development, the European Union, and other commissioning authorities in the following priority areas:

• Sustainable Economic Development
• Good Governance
• Climate, Energy and Sustainable Urban Development
• Digitalization and Digital Economy
• Regional projects in the Great Lakes Region

Objective

Based on duty of care requirements, GIZ Rwanda intends to engage a security guard company to provide security solutions to different GIZ premises in Rwanda, including project offices located in Kigali and provincial areas, as well as private residences of GIZ staff.

The safety and protection of GIZ staff and assets are paramount to GIZ operations. A security guard service is essential to:

• Prevent risks of intruders and theft
• Prevent unauthorized access by persons or vehicles to GIZ premises
• Respond timely to events that threaten the security and safety of GIZ staff and assets
• Provide protection throughout the Rwandan territory

GIZ Rwanda is seeking a suitable private security guard company for an anticipated framework contract for the provision of safety and security solutions to different GIZ premises in Rwanda.

Note: GIZ premises refer to GIZ offices or private residences of GIZ staff located within Rwanda.
