About the Assignment
Expertise France invites qualified and experienced consulting firms to submit proposals for a consultancy assignment focused on Production Unit Feasibility Study and Business Plan Development for Technical and Vocational Education and Training (TVET) Centers of Excellence in Agriculture in Rwanda.
The Production Units will serve as a generative income source for the TVET Centers while functioning as a high-technology hub for dual training for students and youth in the surrounding communities.
Scope of Work
The assignment encompasses the entire business plan development process, from initial site and needs analysis through preparation and presentation of bankable business plans. Key components include:
- Current situation analysis
- Market and value chain studies
- Technical and financial feasibility assessments
- Institutional and management framework development
- Business plan development
- Final document presentation and validation
At each stage, the firm is expected to propose innovative solutions tailored to the local context, ensuring technical, regulatory, and budgetary coherence of all deliverables.
Consulting Firm Responsibilities
The selected consulting firm will be responsible for:
- Conducting situational analysis and business feasibility studies
- Developing and presenting the most profitable business plans for each school
- Preparing schematic architectural drawings of proposed agri-industrial businesses for both schools
- Complying with national and international standards to guarantee climate-smart practices, environmental protection, and sustainability
- Ensuring compliance with various national and international regulations
- Promoting best practices in water management, green energy usage, and waste recycling processes for developed businesses
