Position Overview

The Norwegian Refugee Council (NRC) is seeking a highly qualified, resilient, and dynamic professional to serve as Policy, Advocacy and Communications Manager for the INGO Forum in Nigeria. This role leads the Forum's policy, advocacy, and communications portfolio while coordinating collective policy positions, driving member-led advocacy engagement at national and international levels, overseeing strategic communications, and ensuring consistent representation of INGO priorities across humanitarian, development, and peacebuilding agendas.

This position integrates policy and advocacy leadership with media, visibility, and communication functions to ensure coherent messaging, coordinated engagement, and evidence-based influence.

Key Responsibilities

  • Lead development and implementation of the Forum's policy, advocacy, and communications strategies and action plans
  • Coordinate INGO-led advocacy positions and ensure alignment across humanitarian, development, and peacebuilding agendas
  • Produce policy outputs including briefing notes, statements, position papers, and talking lines
  • Provide timely policy analysis and information to support Forum platforms (Steering Committee, CD Plenary, Humanitarian Platform)
  • Identify national, regional (LCB, AU), and international advocacy opportunities and elevate Nigeria priorities
  • Ensure evidence-based advocacy through field visits and regular engagement with members
