A dynamic team is expanding and looking for the right talent. Date: 11th November 2025 Introduction Grassroot Initiative for Strengthening Community Resilience (GISCOR) invites qualified, reliable, and reputable vendors to submit sealed bids for the establishment of Framework Agreements (FWAs) under the following categories: Category 1: Framework Agreement for Vehicle Rental Services Category 2: Framework Agreement for Provision of Refreshments These FWAs will support GISCOR’s field operations, workshops, trainings, meetings, and missions across its project locations in Northeast (Borno and Adamawa States) and Northwest (Sokoto and Zamfara States).

• Scope of Work

Category 1 – Vehicle Rental Services The selected service provider(s) will provide vehicles on demand for staff movement, field assessments, logistics support, and other operational activities. Services may include:

• Rental of vehicles (cars, vans, buses, 4x4 pickups, and trucks)

• Provision of qualified drivers with valid licenses

• Vehicles in good mechanical condition, with valid insurance and registration

• Fuel-inclusive or exclusive rental options

Category 2 – Provision of Refreshments The selected vendor(s) will supply assorted refreshments (meals, snacks, beverages, and bottled water) for GISCOR’s workshops, trainings, meetings, and field missions. Supplies must meet hygiene and safety standards as detailed in the financial offer form and technical specifications.

• Duration

The Framework Agreements will be valid for one (1) year, with the possibility of extension based on satisfactory performance and availability of funds.

Eligibility requirements are provided in each tender dossier.

• Bid Submission

All bids must be submitted in sealed envelopes clearly marked with the appropriate category:

• Bids will be opened immediately after the submission deadline in the presence of the Procurement Committee. Late submissions will not be considered.

Evaluation Process

• Evaluation will be conducted in accordance with GISCOR’s Procurement Guidelines and will include:

• Administrative and eligibility compliance check

• Technical evaluation (capacity, experience, quality assurance)

• Financial evaluation (competitiveness and value for money)
