Descriotion - The Technical Officer – General: The TO-General provides multi-disciplinary technical, supervisory, and operational support to ensure delivery of high-quality HIV/AIDS and TB services in line with the National Guidelines, donor requirements, and ACE-1 SOPs. - Operating as part of the cluster command structure, the TO–General works under the first-line supervision of the Cluster Lead/Commandant (STO/STA) and the second-line oversight of the State Team Lead, with dotted-line technical support from PHO units. - The role includes mentorship for ATOs, Technical Assistants, and ad hoc staff; stakeholder management in assigned clusters/facilities; oversight of assets and inventory where backstopping is required; and leadership in ensuring adherence to case management and Know Your Client (KYC) processes. Minimum Recruitment Standard - MBBS, Nursing, Public Health, or related field; Master’s degree preferred. - Minimum of 5 years’ progressive experience in HIV/AIDS program implementation, with at least 2 years in a supervisory or mentorship role. - In-depth knowledge of National HIV Treatment Guidelines, case management models, and donor-funded project compliance. - Strong proficiency in EMR systems (LAMIS), Microsoft Office Suite, and DHIS2.
