  • The Facilitator will design and deliver high-impact training focused on legislative research, public policy analysis, evidence-based policymaking, policy communication, and strategic legislative engagement. The role involves delivering both physical and virtual training sessions.
Responsibilities
  • Facilitate training sessions on legislative research, policy analysis, and communication strategies.
  • Develop and customize training materials, case studies, practical exercises, and assessments.
  • Train participants on drafting policy briefs, legislative memos, bills support documents, and research reports.
  • Guide participants on communicating policy positions to lawmakers, stakeholders, and the public.
  • Lead practical workshops on data interpretation, stakeholder mapping, and advocacy communication.
  • Assess participant progress and submit post-training evaluation reports.
  • Support curriculum review and continuous program improvement.
Skills
  • Strong facilitation, presentation, and instructional design skills.
  • Deep expertise in legislative processes, policy research, and public sector communication.
  • Excellent research writing, analysis, and editorial skills.
  • Strong verbal and written communication skills.
  • Ability to simplify complex policy concepts for varied audiences.
  • Digital facilitation competence (Zoom, MS Teams, LMS platforms).
Education
  • Minimum of a Master’s degree in Political Science, Public Policy, Law, Economics, Public Administration, International Relations, or related fields.
  • A PhD’s degree is highly preferred.
  • Professional training in research methods, monitoring & evaluation, communications, or governance is an added advantage.
Experience
  • Minimum of 7–10 years relevant professional experience in legislative research, policy analysis, government advisory, advocacy, or public affairs.
  • Proven experience in training, facilitation, or executive education delivery.
  • Experience working with legislative bodies (National Assembly, State Assemblies), MDAs, think tanks, or development organizations is a strong advantage.
  • Demonstrated experience producing policy briefs, legislative notes, or research publications.
Remuneration
  • Competitive, session-based remuneration, based on experience and program scope.
