About the Organization
This position is part of the EU SDGN II project, which aims to foster a functioning, pluralistic, inclusive, participatory and representative democracy in Nigeria. DAI is supporting this initiative under the direction of the EU Delegation.
Assignment Objective
Election administration systems have been tested and staff trained; however, critical issues remain that could jeopardize future deployment of applications for upcoming elections in Anambra, Ekiti, Osun, FCT and the 2027 general election.
An external expert is required to:
- Review system documentation and test protocols
- Assess staff capacity levels and training quality
- Monitor further testing and election deployment
- Provide senior ICT/Software expertise for additional project activities
- Assist in preparation of Terms of Reference and project budgets
- Evaluate technical bids and monitor project implementation
Role Overview
DAI is seeking a Senior Non-Key Expert (SNKE) in ICT/Software to provide expertise and support to the EU SDGN II project. The specialist will contribute to Output 5: Technology Innovations are Smoothly Incorporated, Publicly Accepted and Owned—a key component of the project where the EU has invested significant resources.
Project Background
To improve election administration efficiency, DAI has assisted the Independent National Electoral Commission (INEC) with bespoke development, migration, training, and testing of election administration applications, including:
- The Collation and Returning Officers Management System (CROMS)
- Political Parties Financial Reporting systems
