The Contracting Management Advisor II is a technical leader who serves as an expert in contract planning, development, and administration, as well as materials management matters.

Key Responsibilities

Contracting and Materials Management Strategy Development

• Ensure the organization properly translates project-specific objectives and strategies into appropriate Contracting and Materials Management Strategies
• Provide advice to Project Management on quality issues and support efforts to resolve them
• Ensure that Contracting Strategy Workshops (CSWs) consider appropriate alternatives and objective criteria for evaluating and selecting lead case and fallback options
• Utilize appropriate broad-based market intelligence in assessing contractor interests, capabilities, and compensation options
• Consider partner requirements and constraints in strategy development
• Support the organization in reviewing and endorsing proposed contracting strategies

Contract Planning

• Ensure screening and pre-qualification activities engage an appropriately broad contractor community with necessary critical questions and evaluations
• Support the organization in reviewing and endorsing the proposed bid slate
• Ensure bid review plans incorporate best practices and apply appropriate weight to critical success and failure criteria
• Support the organization in reviewing and endorsing proposed contract award recommendations

Contract Administration

• Ensure complex administration matters such as incentive plans and major claims resolution receive appropriate scrutiny and strategic thinking prior to implementation

Skill Development

• Support the Senior Contracts Engineering Consultant in mentoring and developing Subject Matter Experts (SMEs)
• Support the development of Engineering, Procurement and Construction (EPC) Specialists and Contracts Engineer (CE) Advisors
• Support the equipping and education of personnel in project contracting
