About the Role
The Association for Reproductive and Family Health (ARFH) is seeking a Consultant Landscape Analyst to support the expansion of CODSAiN 2.0 into additional states. This position offers a significant opportunity for career growth while contributing to evidence-based programmatic expansion in reproductive and family health.
Purpose of the Consultancy
To undertake a comprehensive landscape analysis and multi-criteria prioritisation of nine uncovered states to determine the most appropriate geographies for CODSAiN 2.0 project expansion. The nine states currently not covered by CODSAiN or DISC are: Anambra, Benue, Borno, Edo, Ekiti, FCT, Imo, Osun, and Zamfara.
Expected Deliverables
- A prioritised list of potential states with detailed justification
- Readiness profiles and opportunity assessments for each state
- Evidence to guide strategic discussions with BMGF, FMOH, and state governments
- Inputs for CODSAiN 2.0 planning and resource allocation
Guiding Principles & Analytical Approach
The consultant will apply the following overarching principles:
- Evidence-based: All recommendations will be founded on a synthesis of quantitative and qualitative data
- Comparable and standardised: Utilisation of a standardised multi-criteria decision matrix to facilitate objective ranking
- Participatory: Engagement with government, partners, and community perspectives
- Equity-focused: Emphasis on prioritising states with significant unmet needs and limited access to services
- Feasibility-oriented: Consideration of political, operational, and financial realities
Scope of Work
Desk Review
The consultant will examine national and state-level datasets including NDHS 2023/24, NHMIS, LMIS, LMIS dashboards, DISC reports, and partner program documents.
Key data to extract and analyse:
- mCPR (modern contraceptive prevalence rate)
- Unmet need for family planning
- Teenage pregnancy rates
- Method mix
- Population distribution
