Senior Compliance and Quality Assurance Officer at Warehouse Receipt System Council- WRSC

About the Role

The Warehouse Receipt System Council (WRSC) is seeking a Senior Compliance and Quality Assurance Officer to implement policies, strategies, guidelines, standards, frameworks, and regulations. This position ensures warehouse operators maintain efficiency, effectiveness, and integrity while enforcing commodity standards and quality assurance for the warehouse receipting system.

Key Responsibilities

• Implement compliance and quality assurance policies, strategies, guidelines, standards, frameworks, and regulations
• Enforce commodity standards, quantity, and quality assurance for the warehouse receipting system
• Issue, suspend, or revoke registrations and licenses under relevant legislation
• Levy and oversee fees and charges for examination, inspection, issuance, and renewal of registrations and licenses
• Conduct inspections of warehouse operators using approved standard systems and inspection tools
• Prepare guidelines on minimum qualifications and competencies required for graders and weighers
• Ensure effective warehouse operator service delivery to depositors
• Maintain and publish lists of licensed warehouse operators and collateral managers, including those with suspended licenses
• Prepare lists for Gazettement of warehouse receipt system inspectors
• Prepare compliance and quality assurance reports in a timely manner
• Develop programmes for incorporation into divisional work-plans
• Mentor and coach staff under supervision
• Ensure compliance with principles of good governance, transparency, accountability, ethics, and integrity
• Oversee full implementation of operational and technical manuals by stakeholders
• Prepare guidelines and qualifications for appointment of warehouse inspectors

Required Qualifications

• Minimum of six (6) years of cumulative service experience
• At least three (3) years at the grade of Compliance and Quality Officer I or equivalent qualification in a comparable position
