Deputy Director Housing and Urban Development

About the Role

Siaya County Government seeks a qualified Deputy Director of Housing and Urban Development to lead housing infrastructure initiatives and oversee departmental operations across headquarters and field offices.

Roles and Responsibilities

• Plan, coordinate, and direct overall operations at headquarters and field offices
• Monitor workloads and recommend appropriate distribution of resources
• Analyze, review, and implement housing infrastructure and development policies
• Integrate policy objectives into planning and implementation of projects
• Formulate strategies and prepare budgets for housing programs
• Promote public-private partnerships in low-cost housing infrastructure
• Coordinate stakeholder participation in housing infrastructure development
• Oversee resource mobilization and utilization for project and program implementation
• Oversee research and preparation of reports on housing infrastructure development issues
• Guide, supervise, and support staff development and financial resource management

Minimum Requirements

• Minimum three (3) years of service at the grade of Assistant Director of Housing Infrastructure or equivalent and comparable position in the wider public service
• Bachelor's Degree in one of the following disciplines: Valuation, Property Management, Architecture, Landscape Architecture, Interior Design, Civil Engineering, Electrical Engineering, Mechanical Engineering, Land Economics, Real Estate, Land Administration, Building Economics, Urban Planning, Regional Planning, Construction Management, Economics, Estate Management, Sociology, Community Development, Statistics, Environmental Studies, or Geography from a university recognized in Kenya
• Registration with any of the following professional bodies: Board of Registration of Architects and Quantity Surveyors, Engineers Registration Board, Institute of Surveyors of Kenya, Physical Planners Registration Board, Valuers Registration Board, National Environment Management Authority Board, or any other relevant and recognized professional body
• Demonstrated professional competence and commitment to the housing sector
