Deputy Commissioner, International Tax

Position Overview

The Kenya Revenue Authority (KRA) is seeking a Deputy Commissioner for International Tax to provide strategic leadership and management of international tax programmes. The successful candidate will be responsible for ensuring tax compliance and enforcing accurate reporting in line with tax law, policies, and procedures.

Duties and Responsibilities

• Articulate and establish the strategic direction for the International Tax programme
• Oversee the development of strategies and standards in transfer pricing, including Advance Pricing Arrangements (APAs)
• Provide comprehensive policy analysis and advise the Treasury on cross-border taxation matters, and where appropriate, design and recommend amendments to legislation through the Corporate Tax Policy unit
• Oversee the implementation of Country-by-Country reporting requirements, international tax audits, technical forums, and tax dispute resolution mechanisms
• Review areas identified for implementation of base erosion and profit-shifting projects, including peer reviews of minimum standards
• Provide leadership in coordination and supervision of the Exchange of Information (EOI) manual and international standards for information exchange
• Oversee the development and implementation of policies, strategies, standards, guidelines, innovations, and automation for international tax in line with best practices
• Negotiate and manage international instruments, including tax treaties and model treaty frameworks
• Serve as the Authorized Competent Authority Representative for international tax matters
• Oversee the development of risk frameworks to mitigate emerging risks in the digital economy and cross-border dealings to prevent tax revenue leakages
• Provide leadership in developing comprehensive policy analysis and advise relevant authorities on legislative and procedural amendments in international tax matters
