## Title: Chief Serjeant-at-Arms, National Assembly

About the Role

This position offers a significant opportunity for career growth and professional development within Kenya's parliamentary leadership structure. The Chief Serjeant-at-Arms serves as Head of the Serjeant-at-Arms Directorate and reports directly to the Clerk of the National Assembly.

Key Responsibilities

  • Direct the usage and protection of the Mace as a symbol of parliamentary authority and oversee the smooth conduct of House business
  • Manage internal and external liaison during ceremonial services
  • Coordinate the Swearing-in ceremony of Members of Parliament
  • Coordinate and support the election of the Speaker and Deputy Speaker during the first sitting of the National Assembly
  • Provide overall management of chamber, ceremonial, and public education duties
  • Direct, plan, and manage international functions and colloquia (including CPA and IPU events)
  • Formulate and manage safety policies, strategies, and procedures within parliamentary precincts
  • Execute ceremonial and security functions at international conferences and seminars organized by Parliament
  • Conduct institutional risk assessments and implement risk mitigation measures
  • Coordinate safety and fire measures, health protection, and First Aid Services, including development of emergency preparedness and response policies
  • Execute laws, orders, and directives of the House and Speaker
  • Manage planning and execution of the State of the Nation Address by the President
  • Manage the directorate budget in accordance with the Public Finance Management Act
  • Oversee admissions to the Chamber and Galleries
  • Provide effective and efficient security and safety services

Scope of Authority

The Chief Serjeant-at-Arms is responsible for managerial, operational, and financial planning and coordination of all functional areas, including:

  • Chamber and Public Gallery operations
  • Operational management
  • Liaison and Event Management
  • Estate management
  • Support services
