Principal Human Resource Management and Development Officer I

Job Purpose

Oversee the effective management of the human resource function to drive the Institute's capability and operational excellence in line with best practices and relevant employment legislations.

Duties and Responsibilities

• Coordinate the development, implementation, and review of policies, strategies, regulations, guidelines, standards, and procedures on human resource and development
• Advise on matters pertaining to human resource management and development
• Spearhead human resource training and development programmes
• Coordinate the development, implementation, and review of the staff performance management system
• Administer employee benefits and remuneration
• Manage industrial relations issues and staff welfare
• Coordinate the preparation of human resource plans and succession management strategies
• Manage staff disciplinary processes and grievances
• Ensure staff mental wellness is prioritized and well supported
• Recommend performance improvement strategies that are adaptive to changing environments and technology
• Manage counselling services
• Implement organizational development and change management initiatives
• Develop and manage staff welfare schemes such as group personal life insurance, accident coverage, and medical schemes
• Develop and maintain the Human Resource Management Information System
• Ensure compliance with human resource statutory and regulatory requirements

Requirements for Appointment

Educational Qualifications:

• Bachelor's Degree in Human Resource Management, Business Administration/Management (Human Resource Management option), or equivalent qualification from a recognized institution
• Master's Degree in Human Resource Management, Human Resource Development, Business Administration/Management (Human Resource Management option), or related discipline
