## Title: Director, Human Resource Management and Administration

About the Position

This position offers an excellent opportunity for career growth in public service human resource management and strategic administration.

Key Responsibilities

  • Implement human resource management and development policies, rules, and regulations
  • Analyze the impact of policies, rules, and regulations on performance management
  • Advise the Authorized Officer on delegated powers, including constitution of relevant committees and panels
  • Coordinate the processing and verification of agendas and minutes for the Human Resource Management Advisory Committee
  • Ensure that professional human resource management standards are maintained
  • Advise Technical Departments on career and succession management, human resource planning, and optimal utilization of human resources
  • Coordinate the preparation of Personnel Emoluments (PE) budgets
  • Coordinate implementation of performance management systems, including Staff Performance Appraisal System and the Rewards and Sanctions Framework
  • Coordinate in-service training programs
  • Ensure maintenance of Human Resource Information Systems, including authorizing and safeguarding user rights
  • Manage payroll operations, including data cleansing and audits
  • Oversee preparation and presentation of agendas for Human Resource Management Advisory Committees
  • Ensure implementation of Human Resource Management Advisory Committee decisions
  • Coordinate implementation of technical training assistance programs
  • Forecast skill and competency requirements, including administration of competency tests
  • Oversee preparation of training projections and plans
  • Oversee budgeting, allocation, and optimal utilization of training resources and opportunities
  • Coordinate preparation of human resource management and development reports
  • Oversee promotion of the values and principles of public service

Requirements and Qualifications

For appointment to this grade, an officer must have:

  • Served in the grade of Deputy Director Human Resource Management or equivalent
