Job Purpose

Provide leadership in coordinating, planning, and executing work activities within the Finance and Grants Management directorate. Ensure prudent management of financial resources in compliance with statutory regulations, international accounting standards, the PFM Act, and relevant circulars. Develop internal controls and procedures for the directorate.

Key Responsibilities

• Implement policies, plans, and strategies in finance, accounts, and grants management
• Advise the CEO on all matters relating to finance, accounts, and grants management
• Ensure compliance with statutory and regulatory requirements
• Prepare budget estimates and undertake budgetary control
• Coordinate financial audits and ensure implementation of audit recommendations
• Manage the complete grant cycle from application to closing, ensuring grant requirements are met and payments are appropriate
• Coordinate the preparation and monitor implementation of the Council's performance contract
• Liaise with other departments and divisions in developing the Council's annual work plans and budgets
• Design, document, and implement a systematic and integrated resource accountability framework
• Monitor and oversee the utilization of grants to ensure accountability
• Support the preparation of key substantive reports and analyses for planning, management, monitoring, and evaluation of grant-funded resources
• Provide adequate and timely support to implementing partners in preparing progress reports, financial planning, annual work plans, and activities
• Ensure adequate systems of internal control are in operation
• Monitor and forecast cash flows and manage control of allocated funds and internally generated revenue
