The job holder will perform a statutory role leading all procurement and disposal policies and strategies in compliance with the Public Procurement and Asset Disposal Act 2015 and Regulations 2020. The role supports eleven (11) user departments within the institution to maximize value from procured goods, services, and works while meeting business objectives and maintaining alignment with the enterprise-wide risk management framework through implementation of a Procurement Plan.

Key Responsibilities

• Oversee the development and implementation of procurement and disposal plans and budgets
• Review purchase requisitions against stock records
• Advise the Accounting Officer through professional opinion on procurement and disposal awards in accordance with the Public Procurement and Asset Disposal Act 2015 and Regulations 2020
• Oversee timely preparation and submission of statutory returns and reports
• Prepare tender documents and publish procurement and disposal opportunities
• Spearhead the development of tender specifications and performance standards
• Manage and participate in procurement negotiations with suppliers
• Monitor and evaluate the delivery and quality of approved supplies
• Manage disposal of obsolete machinery, equipment, and other salvage goods
• Oversee effective procurement management to drive optimal and cost-effective supply of goods and services
• Oversee tender and disposal openings and ensure preparation of subsequent minutes
• Provide secretarial services to the Tender Evaluation Committee
• Ensure compliance with the Public Procurement legal framework and HELB policies
• Streamline procedures and resolve risks related to procurement
• Oversee preparation of periodic procurement, disposal, and logistics reports
