County Chief Officer - Tourism, Culture, Sports and Arts

About the Role

Siaya County Government is seeking a dynamic and experienced Chief Officer to lead the Tourism, Culture, Sports and Arts department. You will serve as the authorized and accounting officer for the department, reporting directly to the respective County Executive Committee Member.

Key Responsibilities

• Administer the county department effectively and efficiently
• Ensure effective service delivery through implementation of established policies and regulations
• Implement County Executive Committee resolutions as guided by the Executive Committee Member
• Implement policies and development plans
• Develop and implement Strategic Plans in consultation with the Executive Committee Member
• Promote national values and principles of governance as outlined in the Constitution of Kenya 2010
• Uphold the values and principles of public service as outlined in the Constitution of Kenya 2010

Qualifications and Requirements

• Be a Kenyan citizen
• Hold a first degree in a relevant field from a university recognized in Kenya
• A Master's degree or higher academic qualification from a recognized Kenyan university (advantageous)
• Minimum 10 years of relevant professional experience, with at least 5 years in a senior management position
• Possess general knowledge of County Government functions
• Demonstrate understanding of County goals, policies, and developmental objectives
• Demonstrate strong leadership and management capacity, including financial management and strategic people management skills
• Meet the requirements of Chapter Six of the Constitution of Kenya 2010 on leadership and integrity

Terms of Service

• 3-year contract renewable annually subject to performance evaluation
• Remuneration and benefits as prescribed by the Salaries and Remuneration Commission (SRC)
