Job Purpose
This position is responsible for advising the Controller of Budget on effective methods of county budget implementation, facilitating authorization of withdrawals from County Revenue Funds and other public funds. The holder is responsible for preparation of statutory and special reports on Budget Implementation.
Key Responsibilities
Managerial and Supervisory Responsibilities
- Implement policies, strategies, standards, frameworks, work plans, legislation, guidelines, procedures and regulations on budget implementation
- Receive and collate all requisitions and supporting documents related to County Governments from County Treasuries
- Compare requisitions against budgets and primary requirements, and prepare reports
- Analyse requisitions and supporting documents and prepare summaries
- Maintain tracking records of all requisitions
- Collect, collate and analyse data to prepare special reports
- Implement formats for requisitions and approvals of fund withdrawals
- Collect and collate data on budget implementation for County Governments
- Keep inventory of resolutions adopted on reports from County Governments
- Track compliance and implementation of recommendations from Controller of Budget reports by accounting officers in county governments
- Implement the department's charter
- Promote Business Process Re-engineering (BPR) initiatives
- Implement the business continuity plan for the department
- Foster a corporate culture that promotes ethical practices and good corporate citizenship
