Value for Money (VfM) Consultant at International Planned Parenthood Federation (IPPF)

About the Role

International Planned Parenthood Federation (IPPF) is seeking a Value for Money Consultant to lead the development of comprehensive case studies that apply rigorous analytical frameworks to assess program impact and investment efficiency.

Key Responsibilities

• Lead the development of three case studies (two on Social Behaviour Change and social norms, and one on policy) applying the Value for Money analytical dimensions: Equity, Investment, Outcomes, Resource Use, and Learning & Adaptation
• Provide robust and coherent assessments of whether the changes achieved justify the investments made
• Ensure all case studies appropriately integrate and reflect key program themes, including:
  • Disability inclusion
  • Humanitarian response
  • Youth and adolescent Sexual and Reproductive Health Rights (SRHR)
  • Policy engagement
  • Systems strengthening
  • Use of demographic data for decision-making
• Strengthen methodological clarity by integrating qualitative and quantitative evidence, including outcome harvesting and Key Informant Interview (KII) and Focus Group Discussion (FGD) insights
• Produce thematic synthesis and present findings in a compelling, coherent, and policy-relevant manner

Essential Requirements

• 7–10 years' experience in Value for Money analysis, Monitoring, Evaluation & Learning (MEL), or evaluation for FCDO-funded programs
• Deep understanding of SRHR, Social Behaviour Change, policy advocacy, or systems strengthening
• Demonstrated ability to synthesize multi-country qualitative and quantitative evidence
• Proven experience using qualitative research techniques, including interviews, outcome harvesting, and thematic coding
• Exceptional writing and analytical skills
• Ability to interpret Value for Money indicators, cost data, Family Planning impact modelling, and outputs

Desirable Qualifications

• Experience producing Value for Money syntheses for complex, multi-component programs
• Skills in visualizing Value for Money and learning insights
• Fluency in English and French (written and spoken)
