Sanara Program Gender, Inclusion and Data Quality Audit

About the Role

HEVA is seeking a consultant to conduct a comprehensive gender audit of the Sanara Program. This audit will assess how gender equality and social inclusion are currently addressed within the program, identifying strengths, gaps, and opportunities for improvement across all dimensions of the program's work.

Scope of Assessment

The audit will cover the following areas:

• Program design and delivery mechanisms
• Financing approaches
• Partnerships and stakeholder engagement
• Communication strategies
• Monitoring and evaluation systems
• Organizational culture

Key Responsibilities

• Conduct a desk review of key program documents including proposals, manuals, work plans, reports, M&E tools, training materials, and communications
• Apply gender and inclusion analysis frameworks to identify specific gaps and opportunities affecting young women, refugees, displaced persons (RDPs), and persons with disabilities (PWDs)
• Assess roles, resources, participation, and decision-making patterns across gender and social groups using structured analytical tools
• Employ gender mainstreaming principles to evaluate integration of gender equality across all stages of program design and implementation
• Develop tools and questionnaires based on established frameworks to ensure consistency and comparative value
• Evaluate how program strategies address barriers faced by young women, women with disabilities, and refugee youth in accessing financing, skills, and employment opportunities
• Facilitate key informant interviews with program staff, implementing partners, creative entrepreneurs, and stakeholders
• Conduct focus group discussions with program participants (women, men, persons with disabilities, and refugees) to understand their experiences and perceptions
• Assess the integration of gender equality, disability inclusion, and refugee inclusion across the program and three focus subsectors
• Analyze the gender sensitivity of the Sanara financing model, including access criteria, risk assessment, and disbursement mechanisms
