About the Role
Samuel Hall is seeking a Safeguarding Consultant to develop and implement a comprehensive safeguarding framework. The consultant will work closely with leadership to establish policies, procedures, and systems that protect all staff, consultants, and stakeholders from harm.
Key Deliverables
Deliverable 1: Updated Safeguarding Policy
Develop a comprehensive safeguarding policy that includes:
- Definition and scope of safeguarding at Samuel Hall
- Approach aligned with international standards
- Clear roles and responsibilities, including focal points
- Reporting mechanism
- Investigation process outline
- Sanctioning measures
- GDPR compliance (privacy and confidentiality)
Deliverable 2: Reporting Mechanism
Design and support the launch of a reporting mechanism that:
- Covers safeguarding, bullying and harassment, discrimination, and fraud
- Uses accessible, inclusive language
- Ensures limited back-end access based on expertise
- Is free and open to staff, consultants, and subcontractors
Deliverable 3: Safeguarding Vetting and Compliance
- Support Samuel Hall to register with an established safeguarding candidate vetting structure (e.g., Misconduct Disclosure Scheme)
- Recommend procedures for safeguarding background checks during recruitment
Deliverable 4: Safeguarding Focal Person
- Support Samuel Hall in selecting and training a safeguarding focal person
- Clarify the role, boundaries, and responsibilities of this position
Deliverable 5: Modern Slavery Statement
Draft Samuel Hall's Modern Slavery Statement in line with international and donor expectations.
Deliverable 6: Safeguarding Training
- Design a safeguarding training program (in English) for all staff
- Deliver the virtual training in several sessions to ensure full participation
- Provide Samuel Hall with training materials for future use and translation
Timeline
All deliverables must be finalized by the end of January 2026. The focal point will hold biweekly check-ins with the Director of People & Culture.
Required Qualifications
- Proven experience in developing and implementing safeguarding frameworks for INGOs and international organizations
