About the Role
The Office of the Controller of Budget (OCOB) is expanding its team and seeking talented professionals. This position is responsible for advising management on effective methods of budget implementation, facilitating authorization of withdrawals from public funds, and preparing statutory and special reports on budget implementation.
Job Purpose
To serve as a key advisor to management on budget implementation strategies and oversee the authorization and monitoring of public fund withdrawals in accordance with constitutional and legislative requirements.
Key Responsibilities
Policy and Strategic Development
- Develop, implement, and review policies, strategies, frameworks, work plans, legislation, guidelines, standards, procedures, and regulations on budget implementation in the National Government
- Develop and review formats for requisitions and approvals of fund withdrawals
- Review Budget Review Outlook Papers and Debt Management Strategy Papers for the National Government and make appropriate recommendations
- Review draft and approved Budget Policy Statements and make appropriate recommendations
Fund Authorization and Verification
- Analyze and verify requests for withdrawals from the Consolidated Fund, Equalization Fund, and other public funds requiring Controller of Budget approval under relevant Acts of Parliament
- Ensure enforcement of budgetary ceilings set by Parliament on national government expenditure in accordance with Section 5(d) of the Controller of Budget Act, 2016
Reporting and Compliance
- Prepare and verify quarterly budget implementation reports for the National Government under Article 228(6) of the Constitution for submission to the Controller of Budget
- Prepare and verify special reports on specific issues upon request by the President or Parliament in accordance with Article 254(2) of the Constitution
- Prepare and verify special reports to Parliament on fund stoppages withheld by the Cabinet Secretary in charge of finance or other issues as requested by Accounting Officers
- Edit reports for publication on budget implementation by the national government and other matters brought to the attention of the Controller of Budget
