Director, Research and Planning

About the Position

Meru County Public Service Board is recruiting a Director of Research and Planning to provide strategic leadership in research initiatives, planning functions, and organizational efficiency.

Duties and Responsibilities

• Provide leadership in the execution of the Board Strategy on Research and Planning, with a focus on efficiency and effectiveness
• Spearhead the development of strategy, policies, procedures, and manuals related to research and compliance
• Guide the development of work plans and undertake continuous performance monitoring and reporting
• Provide leadership in staff development and performance management, ensuring alignment with Board values
• Lead the preparation of appropriate budgets for programs, monitor absorption, and ensure optimal utilization
• Drive achievement of operational excellence through improvement of systems, processes, and operating procedures
• Guide the identification, monitoring, evaluation, and mitigation of operational and strategic risks
• Spearhead regular reporting on Board operational efficiency
• Provide leadership in the collection and collation of Meru County revenue data for decision-making purposes
• Guide the preparation of Research and Planning reports to support evidence-based decision-making
• Cultivate and manage sustainable relationships with key stakeholders
• Initiate innovative research and planning frameworks, systems, and tools to achieve compliance with annual county revenue objectives
• Provide leadership in monitoring the implementation of research assignments and inquiries that inform evidence-based policy formulation
• Lead periodic revenue projections and analysis of the effectiveness of various revenue streams in Meru County
• Spearhead assessment of the impact of county revenue-raising strategies on economic performance
• Provide leadership in developing Meru County revenue forecasting models to inform optimal and efficient revenue stream decisions
