Director Public Communication, Civic Education and Petitions

About the Role

Siaya County Government seeks an experienced and dedicated professional to lead the Public Communication, Civic Education and Petitions directorate. This is a strategic leadership position responsible for shaping and executing the county's communication vision and public engagement initiatives.

Key Responsibilities

• Formulate, interpret and implement County Government Public Communications policies, strategies and programmes
• Coordinate and manage content development across all communication channels
• Coordinate and manage public participation and engagement initiatives
• Develop and nurture relationships with diverse publics and stakeholders
• Ensure compliance with the National Communications Strategy and Government advertising plan
• Assist in developing Public Communications and Media legal frameworks
• Undertake advocacy efforts aligned with county objectives
• Develop and implement strategies for Public Communications research
• Oversee management of Public Communication services at local and international levels
• Ensure projection of a positive image of the County Government
• Undertake Communications development projects in line with the Constitution and Kenya Vision 2030
• Manage Public Communications services that enhance security, peace and national cohesion
• Ensure professional ethics and standards in the delivery of Public Communications services
• Coordinate research on emerging issues in Public Communications and media monitoring

Requirements for Appointment

Professional Experience

• Minimum ten (10) years of professional experience in public communications or related field
• At least two (2) years of experience at the grade of Assistant Director of Public Communication or above, or in a comparable position in the wider public service

Educational Qualifications

Candidates must have one of the following qualification combinations:

• Bachelor's degree in Mass Communication, Journalism, Public Relations, Communication Studies, Media Studies/Science, Photojournalism or equivalent qualifications from a university recognized in Kenya

OR

• Bachelor's degree in Social Sciences plus a Post Graduate Diploma in Mass Communication, Journalism, Public Relations, Communication Studies, Media Studies/Science, or Photojournalism from a university recognized in Kenya

OR

• Master's Degree in any of the above fields from a university recognized in Kenya
