Deputy Director Human Resource Management

About the Role

Siaya County Government is seeking a dynamic and experienced Deputy Director of Human Resource Management to join our expanding team. This is a senior leadership position responsible for overseeing human resource functions and supporting organizational excellence across the county.

Key Responsibilities

• Develop, review, interpret and implement policies, rules, regulations, procedures, labour laws and strategies on human resource management
• Ensure smooth operations of County Human Resource functions
• Manage human resource services to ensure secretariat staff are properly facilitated, maintaining high motivation for effective performance and productivity
• Develop, coordinate and implement performance management systems, performance appraisal systems, and rewards and sanctions frameworks
• Monitor and implement the County Public Service Board's delegated powers and oversee follow-up of the Board's decisions
• Conduct research on Human Resource Development best practices to inform County policy direction
• Develop and implement the Department's annual work plans, budgets, performance contract targets and staff performance appraisals

Required Qualifications

• Bachelor's Degree in Human Resource Management, Human Resource Development, Human Resource Planning, Business Administration, or a relevant Social Science from a recognized institution
• Higher Diploma or Postgraduate Diploma in Human Resource Management, Human Resource Development, Industrial Relations, Labour Relations, or equivalent from a recognized institution
• Minimum seven (7) years of work experience, with at least three (3) years at Senior Management level in the Public Service or Private Sector
• Management and leadership courses from a recognized institution
• Valid Practicing Licence from the Institute of Human Resource Management (IHRM-K)
• Membership with the Institute of Human Resource Management (IHRM-K) in good standing

Preferred Qualifications

• Master's Degree in a relevant field
