## Title: Deputy Commissioner - Policy, Quality Assurance & International Affairs

Job Summary

This position offers a significant opportunity for career growth and leadership. The jobholder shall be responsible for coordination, implementation, interpretation, and review of customs laws, regulations, policies, and procedures, as well as departmental representation at national, regional, and international forums and bodies.

The role coordinates departmental initiatives on audits and quality management systems (QMS) to ensure compliance with customs procedures. Additionally, the position is responsible for licensing of customs bonded facilities, transit trucks, and customs agents.

Duties and Responsibilities

  • Oversee and direct the development, implementation, interpretation, application, and advisory of customs and tax legislations, policy guidelines, and strategies in collaboration with relevant entities to enhance tax compliance and revenue collection
  • Facilitate and coordinate the review and evaluation of existing customs and tax legislation and make recommendations for amendments
  • Develop and implement strategies, policies, standards, initiatives, innovations, automation, and procedures for Policy, Quality Assurance, and International Affairs
  • Establish and maintain linkages with relevant government agencies, departments, and local, regional, and international stakeholders for effective customs operations
  • Oversee the national and regional fiscal budgeting process for the department, as well as licensing of customs agents, customs bonded facilities, and transit trucks
  • Coordinate implementation of customs audit recommendations and the Single Customs Territory initiative
  • Coordinate day-to-day operations and activities of departmental technical committees, implement performance management systems, and supervise and develop staff
  • Develop budgets and work plans, oversee revenue collection, and ensure efficient and effective utilization of resources
  • Foster positive corporate culture, ethics, and change management while ensuring implementation of effective quality assurance practices
