## Title: County Chief Officer - Information and Communication Technology and Public Service Transformation
About the Role
Reporting to the respective County Executive Committee Member, the Chief Officer will serve as the authorised and accounting officer of the department, responsible for strategic leadership and operational oversight of ICT and public service transformation initiatives within Siaya County Government.
Duties and Responsibilities
- Administer the county department effectively and efficiently
- Ensure effective service delivery through implementation of laid out policies and regulations
- Implement County Executive Committee resolutions as guided by the Executive Committee Member
- Implement approved policies and development plans
- Develop and implement Strategic Plans in consultation with the Executive Committee Member
- Promote national values and principles of governance as outlined in the Constitution of Kenya 2010
- Uphold and advance the values and principles of public service as outlined in the Constitution of Kenya 2010
Requirements for Appointment
- Be a Kenyan citizen
- Hold a first degree in a relevant field from a university recognised in Kenya
- Have at least 10 years of relevant professional experience, with a minimum of 5 years in a senior management position
- Possess general knowledge of County Government functions and operations
- Demonstrate understanding of county goals, policies, and developmental objectives
- Demonstrate leadership and management capacity, including knowledge of financial management and strategic people management
- Meet the requirements of Chapter Six of the Constitution of Kenya 2010 on leadership and integrity
Preferred Qualifications
- Master's degree or higher academic qualifications from a university recognised in Kenya
Terms of Service
- 3-year contract renewable annually subject to performance review
- Remuneration and benefits as prescribed by the Salaries and Remuneration Commission (SRC)
