## Title: External Evaluator - Age-Inclusive Health and MHPSS Support Project

About the Role

Help Age International is seeking an external consultant to conduct a comprehensive evaluation of their Age-Inclusive Health and Mental Health and Psychosocial Support (MHPSS) project. This consultancy involves assessing the quality, effectiveness, and accountability of project implementation across multiple phases.

Main Objectives

The evaluation will achieve the following objectives:

  • Assess the relevance, quality, and effectiveness of project implementation to date
  • Review the extent of participation of older people with and without disabilities
  • Evaluate the collection, analysis, use, and reporting of sex, age, and disability disaggregated data (SADDD) in programme planning and monitoring
  • Review the application of Core Humanitarian Standard (CHS) commitments in project operations

Scope of Work

The evaluation will cover project activities from Phase 1 through the end of Phase 3 (November 2023 to December 2025). Key activities include:

  • Analysis of project activities and outputs
  • Assessment of training effectiveness in increasing awareness on ageism
  • Stakeholder interviews with older people (with and without disabilities), project staff at partner organisations, and Help Age International staff
  • Review of project documents and reports
  • In-person data collection visits to interact with beneficiaries and project staff

The final evaluation questions and detailed methodology will be refined by the selected consultant in collaboration with the project lead and the Monitoring, Evaluation, Accountability and Learning (MEAL) focal point.

Evaluation Criteria

The consultant will apply Development Assistance Committee (DAC) and CHS criteria, including:

  • Relevance: Appropriateness to the needs of older people with and without disabilities
  • Effectiveness: Progress toward outcomes and objectives
  • Inclusion: Use of participatory approaches and disaggregated data
  • Accountability: Feedback mechanisms, transparency, and CHS compliance
  • Sustainability: Early signs of capacity development and sustainability at mid-point

Deliverables

  • Inception Report/Inception Plan (including detailed methodology and tools) – by 21 November
  • Draft Evaluation Report – by 12 December
