Senior Fiscal Analyst at Office of the Controller of Budget (OCOB)

Position Overview

This position offers a great opportunity for career growth within the Office of the Controller of Budget (OCOB). The Senior Fiscal Analyst is responsible for performance analysis of National Government budgets, review of withdrawal requests from Public Funds, and preparation of statutory and special reports.

Key Responsibilities

• Develop, implement, and review policies, strategies, frameworks, work plans, legislation, guidelines, standards, procedures, and regulations on budget implementation in the National Government
• Analyze and verify requests for withdrawals from the Consolidated Fund, Equalization Fund, and any other public fund requiring Controller of Budget approval under Act of Parliament
• Prepare and verify quarterly budget implementation reports for the National Government under Article 228(6) of the Constitution for submission to the Controller of Budget
• Develop and review formats for requisitions and approvals of fund withdrawals
• Ensure enforcement of budgetary ceilings set by Parliament on National Government expenditure in line with Section 5(d) of the Controller of Budget Act, 2016
• Prepare and verify special reports on particular issues upon request by the President or Parliament in accordance with Article 254(2) of the Constitution
• Prepare and verify special reports to Parliament on the stoppage of funds withheld by the Cabinet Secretary in charge of finance or other matters requested by an Accounting Officer
• Review Budget Review Outlook Papers and Debt Management Strategy Papers for the National Government and make appropriate recommendations
• Review draft and approved Budget Policy Statements and make appropriate recommendations
• Edit and prepare reports for publication on budget implementation by the National Government and other matters brought to the attention of the Controller of Budget
• Provide capacity building on public finance matters
