Procurement Officer at Kenya Scouts Association (KSA)

About the Role

Kenya Scouts Association is seeking a qualified Procurement Officer to oversee the procurement and supply chain functions of the Association in compliance with relevant laws, regulations, and internal policies.

Key Responsibilities

• Oversee the procurement and supply chain functions of the Association in compliance with relevant laws, regulations, and internal policies
• Prepare the annual procurement plan and budget proposal, and coordinate its implementation in accordance with applicable laws and regulations
• Prepare and review contract agreements in line with established procedures
• Participate in tender openings and commercial analyses in liaison with relevant departments, sections, and units
• Contribute to the development and implementation of procurement policies, procedures, and systems for the Association
• Prepare and issue tender documents, bidding requests, and requests for quotations for both regular and specialized goods and services
• Schedule procurement activities in alignment with approved budgets
• Promote and ensure the adoption of best practices in supply chain management
• Facilitate the prompt and accurate delivery of goods, works, and services following tender awards or purchase orders
• Facilitate receipt, verification, inspection, and posting of ordered goods to ensure compliance with order specifications
• Prepare tender evaluation schedules and local purchase/service orders for approval and award
• Manage the performance and appraisal of staff within the procurement unit
• Participate in periodic stock-taking and inventory control exercises

Required Qualifications and Experience

• At least five (5) years of relevant work experience, of which three (3) years must be at a senior level in Procurement
• Bachelor's degree in Procurement, Purchasing and Supplies, Commerce, Business Administration, Economics, Social Sciences, or a related discipline
• Professional qualification in Supply Chain Management (e.g., CIPS, KISM)
• Membership in a recognized professional body (such as KISM or CIPS) in good standing
• Certificate in Computer Proficiency
