Job description
## Title: Principal Accountant
About the Role
An exciting opportunity has arisen for a motivated professional to join the Warehouse Receipt System Council (WRSC) as Principal Accountant.
Accounting & Financial Control
- Verify payment vouchers and committal documents in accordance with laid down financial rules and regulations
- Process payments, imprest, travel advances and appropriation in aid returns
- Receive cash, conduct banking, and balance and reconcile cash books on a daily basis
- Verify bank reconciliation statements, statutory deductions payments, and receipting of all monies due and payable to the Council
- Prepare and maintain accurate prepayments, accruals and provision schedules
- Validate personal and merchant claims guided by cash balances in the cash books in line with National Treasury circulars and guidelines
- Apply sound accounting principles, systems and techniques in accounting for finances, assets, revenue, expenditure and costs
- Account for special funds, programmes and project funds
Reporting & Budgeting
- Monitor revenue collection and expenditures based on approved budgets
- Analyse payments and conduct data analysis to support preparation of accounting reports
- Prepare financial statements and reports for the Council
- Prioritize programs and activities for results-based allocation of resources
- Evaluate and scrutinize expenditure proposals
- Compile information required in the budgetary process
- Process medium-term expenditure and revised estimates budget
- Monitor commitments on expenditures for recurrent, development and donor funds
- Prepare budgets for recurrent and development votes
- Prepare quarterly financial expenditure forecasts and reports
- Initiate proposals seeking funds for additional expenditure and re-allocation of funds
- Ensure timely disbursement of funds and monitor expenditures on projects and programmes
Mandatory Requirements
- Cumulative nine (9) years of relevant experience
